        INTRODUCTION

 

            The company VODOVOD I KANALIZACIJA HERCEG-NOVI was founded on August the 6th 1955 by act of   Assembly of People’s Committee of Municipality of Herceg-Novi. That act was followed by construction of pipeline “Lovac” from village Mojdež that was the first step in foundation of the company for water supply and wastewater.

              Since it was founded in 1955, VODOVOD I KANALIZACIJA HERCEG-NOVI was subject to various changes and transformations, which were results of political and economic changes.

             Today Public Utility Company Vodovod i Kanalizacija Herceg-Novi is one complex enterprise, according to its organisation and structure. This company has 139 employees and supplies with water territory of Municipality of Herceg-Novi, from Debeli brijeg to settlement Kamenari, from 0.0m to an altitude of 360m, through regional pipeline from Hydroelectric Power Station Plat and from underground accumulation of spring Opačica at Zelenika. Regional pipeline from Plat to Herceg-Novi is 32 km long, from which 22 km are on the territory of Republic Croatia. Primary pipeline is 118 km and secondary 135 km long.

                Sewer system consists of main collector Igalo-Meljine which is 7,5 km long, with 4 pumping stations and 3 undersea outlets. Secondary sewer pipeline is about 40 km long.
                          
              
              

                   
                      WATER SUPPLY COMPANY Herceg-Novi
                                          From 1945 to 1950

 

              „For the reason of increased amount and significance of public works, by decision of Main People’s Liberation Committee plenum on January the 30th 1947 in Economy Department was formed Management Committee for public works consisting of: Frano Trani, Dušan Ćirković and Sekule Gudelj as a referee of that committee. One of the tasks of the Management Committee was “maintenance of city water supply system”. However, on March the 20th 1948 Main People’s Liberation Committee decided to found Local Economic Company to deal with all public works among which was water supply system. Aleksandar-Leso Doklestić (1901-1994) from Herceg-Novi was appointed as director of Local Economic Company.

   FOUNDATION OF PUBLIC UTILITY COMPANY IN 1950

 

                   “For the reason of better coordination and easier implementation of planned public works for economic development of Herceg-Novi, Main People’s Liberation Committee plenum on February the 27th 1950 decided to found Public Utility Company. By that decision Public Utility Company was expected to coordinate economic development of the town.”

                    “On January the 1st 1950 Frano-Lilo Trani was appointed as director of the company, because Aleksandar-Leso Doklestić was retired.”

                    “On February the 18th 1953 Main People’s Committee of Municipality of Herceg-Novi decided to abolish Public Utility Company and to found Institution for Public Works, as self-financing company.
Because of increased need for water supply in Herceg-Novi, on July the 16th 1953 Assembly of People’s Committee of Municipality of Herceg-Novi decided to construct water supply pipe line from spring “Lovac” at Mojdež.”

                    “When the pipe line from Mojdež was finished all conditions for foundation of a company which would deal only with water supply and wastewater of the town were satisfied. For that reason on July the 5th 1955 Assembly of Municipality of Herceg-Novi decided to exclude water supply system from the authority of Public Utility Company Herceg-Novi, and on August the 6th 1955 decided to found Company for Water Supply and Waste Water Herceg-Novi.  Also by decision of Assembly of People’s Committee of Municipality of Herceg-Novi on September the 30th 1955 Nikola-Niko Lipovac (1922-2001), from Meljine, was appointed as director of that company.”

 

REORGANISATION OF PUBLIC UTILITY COMPANY IN 1962 AND ITS WORK UNTIL 1969

          “Committee of Manufacturers of of People’s Committee of Municipality of Herceg-Novi on February the 22nd 1963 decided to join again Company for Water Supply and Waste Water Herceg-Novi to Public Utility Company Herceg-Novi.

             Committee of the Municipality on March the 29th decided to replace the founder and long standing director of Public Utility Company Herceg-Novi Frano Trani, so Nikola-Niko Lipovac was appointed as director of joined companies. On May 18th in the same year Committee of the Municipality and Committee of Manufacturers made decision to replace the director of Public Utility Company and appoint Csaba Magyar as director”.

            “Engineer Alija Kurtagić was appointed as Manager of Working Unit “Water Supply and Waste Water” (succeeded by Engineer Branko Lučić), and Mitar Gugolj was appointed as technician (succeeded by Špiro Vukasović). Engineer Danilo Maić from Split was external collaborator on project of water supply and reconstruction of pipeline system.”

           “By putting into operation pumping station ‘Opačica’ old pumping stations of military water supply system at Zelenika and Bijela were disconnected.
           
             At the same time water supply, system at the Old town was reconstructed. The pipeline system at Savina, Topla and Igalo was constructed, and soon after that pipe line to Njivice.

             All connections to water supply system were equipped with water meters and there was no flat rate charge for water consumption.

            Laboratory for maintenance of water meters was constructed in the building of former pump station at Zelenika, where water meters were regularly checked and repaired. The laboratory was managed by plumber Jože Marić who was trained in factories for production of water meters   ICOM in Zagreb and INSA in Belgrade.”

          “One reservoir with the capacity of 300 m3 was built at Tatar Bašta (Igalo) and the other one with the capacity of 200 m3 at Savina as well as 2500m of new water supply network. Another investment program of Public Utility Company was investing of 69 millions of dinars in construction of the second phase of water supply network Opačica-Herceg-Novi.”

          “Director Csaba Magyar proposed solution for water supplying of Herceg-Novi from hydro-electric plant ‘Plat’, which was supported by the President of the Municipality Petar Stijepčić (1922-1991) in his discussion on the meeting of the Council of Municipality on August the 21st 1967.”
            
          “The Council of Municipality agreed that the most convenient solution for Herceg-Novi is construction of regional water supply network from hydro-electric plant ‘Plat’ based on project of engineer Danilo Maić.”

            “The Public Utility Company at that time had Main project for communal sewer network Igalo-Herceg-Novi-Meljine, made by engineer Danilo Maić as an external collaborator of Public Utility Company. That project included primary and secondary collectors situated along the seashore and railroad that still existed at that time (until 1966).

               It was planned to perform the construction by stages:
Igalo-Topla-Herceg-Novi- the west part of Savina with pumping station near Novi Sad Rest home at Igalo and one sea outlet near fortress Forte Mare at Herceg-Novi, 250m off  the coast  at depth of 16 m. The second phase was construction of sewer network on Meljine-Military hospital- the east part of Savina route, with pumping station near former “military resorts”.

          The capacity of sewer network was projected to 154 l/s of wastewater, which was sufficient for a town and its suburbs with the population of 30 000 inhabitants, which corresponds with actual situation.”

         “By decision of The Council of the Municipality on August the 28th 1972 construction of sewer network was included in Economic Plan of Municipality, and its first phase started.

 

  ACTIVITIES OF PUBLIC UTILITY COMPANY AFTER 1969       
                  
                  “The term of office of Public Utility Company’s director Csaba Magyar expired in July of 1968, so it was announced an open competition to fill that  position. Since Csaba Magyar didn’t apply again for the position of director, engineer of agronomy Vladimir-Vlado Porobić was appointed as acting director.”

                   “From Slovenia was acquired ‘Elektron’, electric detector for scanning of underground water supply network and detection of defects. Dragan Palikuća (plumber) was trained to handle that equipment.”

 

 FOUNDATION OF BASIC ORGANIZATIONS OF ASSOCIATED LABOUR IN PUBLIC UTILITY COMPANY HERCEG-NOVI IN 1977

 

                   “At the beginning of 1977 basic organizations of associated labour were founded in Public Utility Company, among which was ‘Water Supply and Wastewater’. As manager of that organization was appointed economist Đuro Ćetković, while Sergije-Srđe Dabović remained General Manager of Public Utility Company.”

 

                 “Construction of main sewer collector from Igalo to Savina was finished in 1976, and in the final report of Executive Committee of the Municipality for the period from October 1979 to April 1982 it was stated that secondary sewer system for Igalo and Topla had been constructed.”

                   “The term of office of Public Utility Company’s General Director Sergije-Srđe Dabović expired in 1981, so from October the 1st 1981 till April the 12th 1982 graduate economist Krsto Tomašević PGCE was acting director. After an open competition for filling that position graduate economist Nikola Nino Raić was appointed as director of Public Utility Company.

              During his term of office, from January the 1st 1983 to April the 30th 1986, Public Utility Company proceeded with construction of water supply network for settlements Žvinje, Špulje and Ratiševina, as well as undersea pipeline from garrison at Kumbor to Pristan (1080m long) for water supply of peninsula Luštica. This company constructed extension of regional water supply pipeline from reservoir Zelenika (2×1000 L) with steel pipes (600 mm in diameter) and undersea pipeline near Lepetani. Water supply network from Igalo to peninsula Prevlaka (12 km long) was also built.”

 Public Utility Company Water supply and Wastewater                                     Herceg-Novi 1990-1995

                   “Assembly of the Municipality of Herceg-Novi on January the 30th 1990 made decision to establish public utility companies, among which Public Utility Company Water supply and Wastewater Herceg-Novi. Petar-Pero Jančić, former Manager of Basic Organisation of associated labour Water supply and Wastewater, was appointed as acting director of the company."
                   “Director of Public Utility Company Water supply and Wastewater Herceg-Novi Petar-Pero Jančić suddenly died on March the 19th 1994 and Civil Engineer Biljana Marković Dabetić Manager of technical department was appointed as acting director of the company on March the 21st 1994.”

             Establishing and functioning of united   
              Public Utility Company Herceg-Novi
                               1995-1999

             “On March the 16th 1995, Assembly of Municipality of Herceg-Novi reached decision number 01-3/7-95 about joining into united Public Utility Company Herceg-Novi of:

  1. Public Utility Company Water supply and Wastewater
  2. Public Utility Company
  3. Public Utility Company for Public an Housing Services

 

On March the 5th 1995, by decision number 01-3/23-95 made by Assembly of Municipality of Herceg-Novi, Economist Nikola Nino Raić was appointed as director of united Public Utility Company Herceg-Novi.”

  “In meantime, in regular reports to Assembly of Municipality of Herceg-Novi, water supply from hydro-electric plant ‘Plat’ was recognised as noticeable problem. The problem was made worse by restrictions of flow from Plat from 600 to 300 L/s, due to Civil War in 1991. Additional problem were leaks on water supply pipeline that was dilapidated and .badly maintained lately.”  

Transition of Public Utility Company Herceg-Novi,    re-establishing and functioning of Public Utility Company Water supply and Wastewater from 1999

 

                  “Accumulated difficulties in public services, especially water supply issue, forced Assembly of Municipality to reconsider constitution of Public Utility Company.”

                   “Decision about transition of Public Utility Company to three separate public companies was made by Assembly of Municipality on June the 17th 1999.”

                  “On June the 29th 1999, by decision number 01-6/61 made by Assembly of Municipality of Herceg-Novi, Mechanical Engineer Zoran Bošnjak was appointed as acting director of Public Utility Company Water supply and Wastewater.”

                   “On July the 31st 2000, Assembly of Municipality of Herceg-Novi appointed Mechanical Engineer Zoran Šabanović as acting director of Public Utility Company Water supply and Wastewater. On December the 12th 2000, by decision number 01-3/1/1/3-00 made by Assembly of Municipality of Herceg-Novi, Mechanical Engineer Zoran Šabanović was appointed as director of Public Utility Company Water supply and Wastewater.”

 

           
                          Financial operating

 

                  “Public Utility Company Water supply and Wastewater took part in creating of Master Plan for improvement of sewage system for municipalities in coastal area and Cetinje. That opened possibility of applying for a loan of European Bank for Reconstruction and Development with projects for construction of new sewer network along the coast and at Kutsko Polje valley, as well as protection of groundwater sources Opačica.

                  On November the 25th 2004, Assembly of Municipality of Herceg-Novi made decision to sign contract about establishing joined coordinated association for water supply and discharge of wastewater for Montenegrin coast and Municipality of Cetinje, “VODAKOM” D.O.O. with its main office in Kotor. The major purpose was improvement of water supplying and extension of existing sewage system in Municipality of Herceg-Novi, as well as implementation of foreign investments in realisation of those projects.”

 Of PUC WATER SUPPLY AND WASTEWATER HERCEG-NOVI

 

           Nikola-Niko Lipovac (1922-2001) born in Cetinje, was the first director of “Water supply and Wastewater Herceg-Novi” from August the 6th 1955 to February the 28th 1963. After joining “Water supply and Wastewater Herceg-Novi” to “Public Utility Company Herceg-Novi”, he was director of the new company from March the 1st to April the 30th 1963.  

             Civil Engineering Technician Cshaba Magyar, born at Zelenika in 1930, was director of   “Public Utility Company Herceg-Novi” from March the 1st 1963 to June the 30th 1968.       

                Engineer of Agronomy Vladimir-Vlado Porobić (1921-1989), born in Herceg-Novi, was director of “Public Utility Company Herceg-Novi” from August the 1st 1968 to April the 1st 1976.

                 Sergije-Srđe Dabović, born at Sasovići (Herceg-Novi) in 1940, was director of “Public Utility Company Herceg-Novi” from April the 1st 1976 to September the 30th 1981.

                Graduate Economist Krsto Tomašević PGCE, born at Kruševice (Herceg-Novi) in 1948, was director of “Public Utility Company Herceg-Novi” from October the 1st 1971 to April the 12th 1982.

                 Graduate Economist Nikola-Nino Raić, born in Herceg-Novi in 1947, was director of “Public Utility Company Herceg-Novi” from January the 1st 1983 to April the 30th 1986 and from April the 16th 1995 to June the 31st 1999.

                 Petar-Pero Jančić (1944-1994), born at Sutorina (Herceg-Novi), was director of “Public Utility Company Water supply and Wastewater Herceg-Novi” from September the 25th 1990 to March the 19th 1994.

                 Civil Engineer Biljana Dabetić-Marković, born on October the 31st 1941 in Herceg-Novi, was acting director of “Public Utility Company Water supply and Wastewater Herceg-Novi” from March the 21st 1994 to April the 15th 1995.
                  Mechanical Engineer Zoran Bošnjak, born on August the 13th 1952 in Herceg-Novi, was acting director of “Public Utility Company Water supply and Wastewater Herceg-Novi” from July the 1st 1999 to August the 1st 2000.   

                 Mechanical Engineer Zoran Šabanović, born on April the 7th 1954 in Feketić (Autonomous Region Vojvodina), was acting director of “Public Utility Company Water supply and Wastewater Herceg-Novi” from August the 1st 2000 to December the 1st 2000 when he was appointed as director by Assembly of Municipality of Herceg-Novi. By decision of Assembly of Municipality of Herceg-Novi made on February the 16th 2005, his term of office was prolonged until 2009.
